This article analyzes the role of entrepreneurial activity, particularly small businesses and private entrepreneurship, in the social protection system of Surkhondarya region during 2000–2016, based on scientific sources and statistical data. The study highlights issues such as creating new jobs through small business entities, providing employment for low-income groups, forming a middle-class segment, and strengthening regional social stability. In addition, the significance of sponsorship and charitable activities, state programs, and preferential loans provided by commercial banks and funds in supporting socially vulnerable segments of the population is examined.
